What is the Treaty on the Prohibition of Nuclear Weapons (TPNW)?

The Treaty on the Prohibition of Nuclear Weapons (TPNW) aims to establish a legal norm that prohibits nuclear weapons by highlighting their inhumane nature. This treaty was adopted on July 7, 2017, with the approval of 122 countries, exceeding 60% of the United Nations member states, following negotiations facilitated by the United Nations.

Since its opening for signature on September 20, 2017, the number of signatory and ratifying countries has steadily increased. With the number of ratifying countries reaching 50 on October 24, 2020, the treaty came into force on January 22, 2021.

With the entry into force of the treaty, the Nobel Peace Prize was awarded on December 10, 2017, to the International Campaign to Abolish Nuclear Weapons (ICAN), an international NGO that promoted the TPNW.

Japan's Position

Despite being the only country to have suffered atomic bombings during wartime, Japan has not participated in this treaty.

Hiroshima Prefecture considers the TPNW to be a crucial step toward achieving a "world without nuclear weapons" and has repeatedly requested the Japanese government to sign and ratify the treaty and to participate as an observer in the meetings of the state parties to the treaty. The governor personally visited the Prime Minister’s Office and the Ministry of Foreign Affairs on several occasions to make these requests.


We will continue to persistently advocate for the Japanese government (Ministry of Foreign Affairs) to sign and ratify the TPNW, considering the sentiments of the areas affected by atomic bombing.
