Certificate of Criminal Record

A "Certificate of Criminal Record" is an official document that certifies your criminal record in Japan. We will issue a "Certificate of Criminal Record" only if you are required to submit it by the foreign authorities of your destination country when traveling overseas(including extended stay)or when obtaining a license or qualification in that country.

Those who can apply at the Hiroshima Prefectural Police Headquarters

  1. Those who are registered in Hiroshima Prefecture
  2. Those who currently reside abroad but whose last registered residence was in Hiroshima Prefecture
    ※ Applicants currently residing outside of Japan can make applications at Japanese Embassies or Consulates in their country of residence. However, once an application has been made abroad, the same application cannot be made in Japan.
    ※ Please contact your local Japanese embassy or consulate for further information regarding the application procedure.
    ※ Depending on the country requesting the certificate and the reason for request, applications may not be accepted.

Procedure from application to issuance

1 Preliminary Telephone Consultations, Appointment

・Please inform us of the reason why you need a Certificate of Criminal Record(including the destination country or state to which you are going to submit the application, purpose, and period of stay, etc.). The police will confirm whether your case meets the requirements for issuance requested by the Ministry of Foreign Affairs.
・Please note that, depending on the country or the reason for application, you may need to request a "Special Issue" directly from the Ministry of Foreign Affairs of Japan  before applying for the certificate at this Police Headquarters.
・Once we have confirmed the country of submission and the reason for issuance, we will schedule an appointment, so please let us know your preferred date and time to visit.

2 Application Processing

・Please bring the necessary documents and come to the reception desk on the first floor of the Hiroshima Prefectural Police Headquarters (East office building of the prefectural government).
・Fingerprints will be taken at the time of application. Applicants are requested to come to the office in person.
・The application process takes approximately 30 minutes.
・If you come without a preliminary telephone consultation or appointment, you may be asked to wait, as priority will be given to those with reservations.

3 Issuing of the Certificate of Criminal Record

・The certificate will be issued approximately one week after the application date.
・The certificate must be collected at the same place where the application was submitted.
・The applicants must come in person. However, if there are unavoidable reasons, an authorized representative may receive it on behalf of the applicant with a letter of authorization.(Issuance by post is not permitted.)

Office hours for preliminary telephone consultations, applications, and appointments

 Weekdays(Monday to Friday) 9:00-12:00, 13:00-16:00
 Closed on Saturday, Sunday, National Holidays, and during New Year's Holidays.

Documents required for application

(1)For those who are registered in Hiroshima Prefecture

  1. Valid passport(Any changes, such as to your name, must have been completed prior to application. Photocopies are not accepted.)
  2. Either of the following documents:
    ・Residence Card or Special Permanent Resident Certificate
    ・An official copy of your Certificate of Residence(Juminhyo) or a Certificate of Items stated in the Certificate of Residence(Juminhyo Kisaijiko Shomeisyo), issued within the last 6 months, without Individual Number("My Number")
    ・Japanese driver's license(Address on the license must be the same as that on your Juminhyo.)
    ・Individual Number Card(Address on the Individual Number Card must be the same as that on Juminhyo)
    ※ "My Number" Notification letter will not be accepted.
  3. The handling fee is 700 yen  ※Cash only.
  4. Documents that verify the necessity of the certificate

 Documents that verify the necessity of the certificate are as follows:

  • A document  requesting submission of a police certificate issued by embassies or other authorities
  • A completed visa application form
  • A letter of acceptance from a school
  • A travel requisition
  • A copy of e-mail correspondence you may have with the agency requesting the police certificate
    (the name of the requesting agency and the applicant must be stated.)

※Documents displayed on your PC or smartphone will not be accepted. Please print them out and bring the printed copy.
※Even if you apply for a visa online, please print it out and bring the printed copy with you.

(2)Those who currently reside abroad but whose last registered residence was in Hiroshima Prefecture

  1. Valid passport(Any changes, such as to your name, must have been completed prior to application. Photocopies are not accepted.)
  2. A document that shows your current foreign address(driver's license, mail addressed to you, etc.)
  3. An official copy of Certificate of Deleted Residence(issued within the last 6 months, without Individual Numbers)
  4. The handling fee is 700 yen  ※Cash only.
  5. Documents that verify the necessity of the certificate

 Documents that verify the necessity of the certificate are as follows:

  • A document  requesting submission of a police certificate issued by embassies or other authorities
  • A completed visa application form
  • A letter of acceptance from a school
  • A travel requisition
  • A copy of e-mail correspondence you may have with the agency requesting the police certificate
    (the name of the requesting agency and the applicant must be stated.)

【Parking】

・Parking is available in the prefectural government visitor parking lot.
・Parking is free for 60 minutes.
・If you exceed 60 minutes, it costs 220 yen every 30 minutes.
・When you enter the parking lot, please receive a parking ticket and hand it to the person in charge.​
